Jose L. Segarra is a distinguished community leader, real estate professional, and military veteran with an exceptional record of service in public office, civic organizations, and the real estate industry. Born in Ponce, Puerto Rico, and raised in Chicago, Illinois, Jose combines his cultural heritage, military discipline, and entrepreneurial vision to make a lasting impact in Central Texas and beyond.

Early Life and Military Service

Born in Ponce, Puerto Rico, Jose moved to Chicago during his youth. In 1982, he enlisted in the United States Army, serving with distinction for 10 years. His final assignment was with the 1st Cavalry Division at Fort Hood, Texas, from 1990 to 1992, where he earned a Bronze Star for his service in the Gulf War. This military experience instilled values of leadership, integrity, and resilience that continue to guide his professional and civic endeavors.

Political Career

Jose L. Segarra served as the Mayor of Killeen, Texas, from 2016 to 2022, completing the maximum three terms allowed under city regulations. Prior to his mayoral tenure, he was the Mayor Pro-Tem and a City Councilman for Killeen’s District 2. Since May 2022, he has continued to serve as an At-Large Councilman, contributing to the city’s growth through infrastructure projects and economic development initiatives, such as the approval of Killeen’s first brewery, Iron Gauntlet Brauhaus.

Real Estate Career

Celebrating his 31st year in real estate in 2025, Jose has been a transformative figure in the industry since 1994. His primary focus is mentoring his agents through advanced mindset coaching, empowering them to reach their full potential in life while using real estate as a tool to achieve their dreams for themselves and their families. Jose is the owner and broker of two real estate companies:

Leveraging his military background, Jose provides unparalleled expertise and support to clients in this community.

  • HEAT Realty: Located in Houston, Texas, HEAT Realty stands for High Expectations, Accountability, and Trust, delivering exceptional service and results to clients through a commitment to excellence in the real estate business.

Jose has held influential roles, including Regional Vice President of the Texas Association of REALTORS® for Region 8 and President of the Fort Hood Association of REALTORS®, earning widespread respect as a trusted leader in the industry.

Jose’s dedication to community service is reflected in his extensive involvement in regional organizations:

  • Workforce Solutions of Central Texas: Since 2012, Jose has served on the Workforce Solutions of Central Texas, and for the past three years, he has been the Board Chairman, driving initiatives to enhance employment opportunities and workforce development in the region.

  • Mounted Warfare Foundation: As Vice Chairman since its inception, Jose played a pivotal role in establishing the Mounted Warfare Museum, now located outside the main gate of Fort Cavazos, preserving the military history of the region.

  • Central Texas Council of Governments (CTCOG): Jose serves as Chairman of the CTCOG, based in Belton, Texas, an organization representing seven counties and focused on regional planning and development.

  • Baylor Scott & White Hospital Board of Advisors: For several years, Jose has served on the Board of Advisors for Baylor Scott & White Hospital, contributing to healthcare advancements in Central Texas.
